Palsul- Civil Construction, Licensing and completion of works reach pre-pandemic levels

In the second quarter of 2021, 6,500 buildings were licensed in Portugal, an increase of 27.1% compared to the same period, and also exceeded 9.3% of the buildings licensed in the same quarter of 2019, according to data from the National Institute of Statistics (INE).

Of all the number of licensed buildings, 74.1% were new buildings, of which 78.7% were for family housing. In turn, the 423 buildings licensed for demolition accounted for 6.5% of all licensed buildings in the second quarter of 2021.

All regions of the country showed positive homologous variations in the total number of licensed buildings. The regions that stood out the most were the Metropolitan Area of Lisbon (+41.8%), Algarve (+38.4%), Centro (+33.5%) and the Autonomous Region of the Azores (+30.2%).

The number of licensed buildings in new construction grew 27.3% compared to the second quarter of 2020, accompanied by a 25.4% increase in rehabilitation works. Compared to the previous quarter, licensing in new construction decreased by 0.4% while rehabilitation works decreased by 5.5%. Compared to the second quarter of 2019, licensing for new construction increased by 14.7%, while rehabilitation works decreased by 6.7%.

With the exception of Alentejo (-1.9%), all regions of the country recorded a year-on-year growth in licensing for new constructions, with the Algarve (+45.6%), the Lisbon Metropolitan Area (+39.1%) and the Centre (+36.9%).

In the total of the quarter, a total of 7,100 fires were licensed in new buildings for family housing, an increase of 20.8% compared to the second quarter of 2020. Compared to the same quarter of the pre-pandemic period, fires in new buildings increased by 21.1%
